National Health Insurance

Japanese(日本語(にほんご))

All registered foreigners who stay in Japan for more than 3 months are required to have National Health Insurance (except those who have public medical insurance through their company (including through their family members), or those aged 75 and older). (from July 2012)

If you have National Health Insurance and pay a premium every month, you only need to pay part of the hospital fee when you visit.

If You have National Health Insurance

Hospital Charges

When you go to the hospital, take your insurance certificate with you and show it at the reception desk.
You only need to pay 30% of your hospital charges. (If your treatment is not covered by your medical insurance, you will need to pay for all of your hospital fees.)

Expensive Medical Treatment

If you receive expensive medical treatment and your monthly hospital charges exceed a certain amount, you will receive the difference back. If you are entitled to a refund, you will receive notification from the City Office and apply for the refund.

Childbirth Allowance

If you have National Health Insurance and give birth at a hospital, you can apply for a childbirth allowance called “Shussan Ikuji Ichiji Kin” (a system in which you receive 420,000 yen from National Health Insurance after giving birth). Some hospitals don’t have this system so please ask your hospital directly.

If the expense of the delivery is more than 420,000 yen, you will need to pay the remaining cost to the hospital.

If the expense of the delivery is less than 420,000 yen, you will receive the rest of the money from National Health Insurance.

If you give birth to a baby in another country or give birth within 22 weeks of pregnancy, you can receive 404,000 yen from National Health Insurance.

Death

In the event that a holder of National Health Insurance dies, a funeral services payment of 50,000 yen will be paid.

Applying for National Health Insurance

You can enter National Health Insurance if you are living in Japan for more than 3 months.
You can use your insurance card in Japan only.
You must go through the necessary formalities when your address changes.
If you move out of Minoh City, you need to return your insurance card to the Minoh City Office, settle premium payments and get a new one from your new City Office.
Please do not forget to return your insurance card to the City Office and to settle premium payments when you leave Japan.

Insurance Premium Payments

Once you have National Health Insurance, you must make premium payments. The amount you pay every year is based on your total yearly income from the previous year. You must go through the necessary formalities for making payments via automatic bank transfer, if you have a cashcard this can be done easily. If you do not have a bank account, please ask for guidance.

Insurance Policy

If you injure yourself on purpose, your medical expenses will not be covered.

Traffic accidents

If you are injured in a traffic accident, the medical expenses are usually charged to the person responsible for the accident. If, however, your expenses need to be covered by National Health Insurance, please contact National Health Insurance Division.

Employees and families of employees are often covered by company health insurance or social insurance. Please ask for details at your workplace.

 Late-Stage Medical Care System for the Elderly

The Late-Stage Medical Care System for the Elderly is a medical insurance system for those aged 75 and older. When a person becomes 75 years old, they switch to the Late-Stage Medical Care System for the Elderly (Medical Insurance) instead of National Health Insurance or social insurance.
The medical checkup process, procedure, and payment method are almost the same as those of National Health Insurance, but the payment rate and the calculation method are different.

Please ask for details at the Wide Area Union for the Late-Stage Medical Care System for the Elderly in Osaka Prefecture, or Long-term Care Insurance, Medical Subsidies And Pension Division.
