The City of Minoh, Japan, and the City of Cuernavaca, Morelos State, in the United Mexican States signed an International Friendship Cities Agreement as a result of the relationship between both cities' citizens. The "International Friendship Cities Agreement" was pledged with the hopes of growing diverse exchange opportunities and deepening mutual understanding across both cities.
We are confident that this agreement will help promote further exchanges between citizens, build a strong friendship between both cities, and contribute toward international peace.

International Friendship Cities Agreement
Since 1992, Minoh City has been welcoming students from the Autonomous University of the State of Morelos (UAEM), supporting Japanese language and culture education, and promoting friendship and mutual understanding through homestays and citizen cultural exchanges.
The Autonomous University of the State of Morelos (UAEM) Minoh Training Program has been held 27 times over 28 years from 1992 to 2019, completed by approximately 200 UAEM students in total.
In Cuernavaca, where UAEM is located, Graduates of the Minoh Training Program founded the "Minoh Club" (1993). They are active in various fields, literally traversing the sea to promote mutual understanding and friendship between Japan and Mexico.
Whereas in Minoh, Minoh citizens founded a club called "Club de la Amistad de Minoh y Mexico" (2000) led by host families at the core. The club aims to increase peoples' understanding of South and Central America and their friendship with these countries. The club also actively promotes exchanges between Cuernavaca and Minoh.
The "International Friendship Cities Agreement between Minoh City and Cuernavaca City" was signed on 12 October 2003. This is to promote further exchanges between citizens, deepen mutual understanding, and develop a strong relationship between both cities.

Cuernavaca City (Ciudad de Cuernavaca), the capital of Morelos State, has an elevation of 1,542 m above sea level, 244.7 km2 of surface area, an average temperature of 21 C°, and a population of approximately 365,000 people.
Before the Spanish conquest (1521), the city was named "Cuauhnahuac" which means "surrounded by trees", in Nahuatl. It is said that Cuauhnahuac was renamed "Cuernavaca" (which sounds similar to "cow horn" in Spanish) by the Spaniards who could not pronounce the original Nahuatl name.
Cuernavaca City is located 70 km south of Mexico City, about 1 and a half hours by bus.
It is a beautiful place filled with vibrant flower gardens and luxurious villas with swimming pools.
Cuernavaca City, called "The City of Eternal Spring" is known as a resort destination where both Mexicans and tourists go to take in the fresh air, relax, and enjoy the soothing climate.
It is also called "The City of Gorges", after the geological processes that occurred over 40,000 years ago, resulting in deep gorges from the south to the north of the region.

Cuernavaca City is full of diverse tourist destinations; with many rich historical sites such as the "Xochicalco" ancient ruins said to be one of the cities of the Mayan Empire and the "Grutas de Cacahuamilpa" limestone cave.

The Autonomous University of the State of Morelos (Universidad Autónoma del Estado de Morelos) (UAEM) is located in Cuernavaca City, the capital of Morelos State.
The university started as a high school in 1869, then was established as a Higher Education Institute in 1938. In 1953, it was restructured into a university, then became an autonomous university in 1967 as student enrollment grew. It has 6 faculties (Administration, Engineering, Biology, Medical Health, Agriculture, Education and Humanities), 2 Institutes, and 13 attached high schools; in addition to various research facilities and centers to support these institutions.
There is also a Foreign Language Center which offers courses to learn English, French, Italian, Japanese, Nahuatl, German, etc., as well as a Spanish learning program for non-native speakers.
The campus has 18,000 students and a total facility area of 100 hectares.

Morelos State is located in the southern part of Central Mexico. It has a surface area of 4,941 km2, an altitude of 800 to 5,400 m above sea level, and a population of approximately 931,000 people. The state capital is Cuernavaca City. The climate varies largely by location from mildly humid to semitropical. The average annual temperature is approximately 25 C° with low humidity (under 1,000 mm rainfall per year) but the rainy season lasts from the end of May until September.
Of the workers in Morelos, 20 percent work in primary industries (agriculture), 28 percent in secondary industries (manufacturing), and 50 percent in tertiary industries (services). 72 different crops are produced in the area, including sugar cane, grains, vegetables, rapeseed, fruits, flowers, etc. grown by the basin of two rivers. The poinsettia flower, native to Morelos, is also the city flower of Cuernavaca. Morelos State also has a thriving tourism industry, of which Cuernavaca City is the central hub. Given its short distance from Mexico City, Cuernavaca has recently developed into a resort destination for Mexico City residents.
Morelos became an independent state on 17 April 1869. It was named after Jose Maria Morelos y Pavon, a significant figure who led the Mexican War of Independence.
14 October 2023 marked the 20th Anniversary( External link ) of the International Friendship Cities Agreement between Cuernavaca City and Minoh City.
The event "Fiesta Mexicana Minoh" was held at the Minoh Theatre for the Performing Arts Main Hall on the day to celebrate the anniversary of the agreement between both cities.
Four distinguished visitors came to our city, including the Mayor of Cuernavaca, his wife, the First Secretary of the Embassy of Mexico in Japan and the Representative of the Minoh Club in Japan.
To commemorate the 10th anniversary of the International Friendship Cities Agreement with Cuernavaca City on 12 October 2013, the following events below were held:
19 September 2013: Minoh City 10th Anniversary Ceremony for the International Friendship Cities Agreement, and the 21st Mexican Festival (Fiesta de Mexico)
7 delegated members visited Minoh City to participate in the ceremony; including the Cuernavaca City Mayor, City Councillors, and UAEM Academic Department Director.
30 January 2014: Cuernavaca City 10th Anniversary Ceremony for the International Friendship Cities Agreement
19 delegated members visited Cuernavaca City to participate in the ceremony; including the Minoh City Mayor, City Council Chairperson, Superintendent of Education, and delegated citizens.
