Under the "Toward a city full of greenery and exceptional brand power" initiative, Minoh City is promoting "Minoh: City of Art".
To create spaces where people can experience art up close, we are holding the 1st Minoh Semba Art Competition and inviting submissions of mural artworks from the general public. Please feel free to apply.

The Semba area of Minoh City has undergone significant transformation following the extension of the Kita-Osaka Kyuko Line, including the opening of Osaka University’s Minoh Campus and various public facilities and has evolved into a hub where many people come together. Under the theme of “Community Development Through Collaboration, Where Diverse People Interact and Create,” and with the goal of realizing “Minoh: City of Art,” we are installing mural art on the walls of the concourse outside Minoh-semba handai-mae Station - a place where thousands of people pass through every day, to create an environment where art is accessible to everyone.

*You cannot choose from locations 1-3. (Unit: mm)
- Open to professionals and amateurs, of any occupation, age, nationality, or place of residence.
- Applicants must be able to responsibly complete a mural artwork on-site within the timeframe specified if selected.
Tuesday, 1 September, 2026 – Wednesday, 30 September, 2026, until 11:59 p.m.
- Size: W3,000 mm × H1,800 mm / 1 panel
- Surface: A wallpaper suitable for drawing (Sangetsu PW-41 is planned) will be applied to a ceramic tile wall.
- Permitted Art Materials: Please use water-based paints or other art materials suitable for the surface that are durable over the set period of time.
- Please note: As this is an underground concourse, the use of paint thinner and sprays (including water-based ones) is prohibited.
Early to late November 2026 (tentative)
- Completion of the Work : Winners must complete their works within the above period.
- Working Hours : As the work will take place in the station’s underground concourse, the available working hours (including setup and cleanup) are from 9:30 a.m. to 6:30 p.m. (Maximum of 9 hours per day)
- Number of Participants : During the creation process, you may work with others in addition to yourself.
- Other Information : A preliminary meeting to discuss production methods and other details is scheduled.

Three award-winning works selected from the submitted proposals
- Production Costs… A production fee of 200,000 yen (tax included) per work (per location) will be paid to the winner upon completion of the work. There is no cash prize.
- Art Supplies Provided…If the artist uses Takara Toryo Ltd.'s “Takara Mural Paint (water-based for interior murals( 外部サイトへリンク ))” or “Gold & Metallic (water-based acrylic( 外部サイトへリンク ))” as art supplies, the paints and coating agents provided by Takara Toryo Ltd. will be supplied to the winner free of charge.
- Prepared by the secretariat…The wallpaper (Sangetsu PW-41 is planned) that will serve as the base for the artwork will be installed in advance by the organizer comittee.

- Expenses related to the creation of the artwork (art supplies, protective covering costs [for the floor],transportation costs, etc.)
*Stepladders and hard hats required for the creation of the artwork are available to borrow.

- Provision of a wall for the artwork
- Part of protective covering costs (for adjacent walls and temporary barriers along the walkway)
- Paint and finishing coating (provided by Takara Toryo Ltd.)

- Submitted design proposals must be the applicant’s original, unpublished work.
- Each individual or group may submit only one design proposal.
- We will not respond to inquiries related to the status of submissions, the judging process, or the selection of winners and non-winners.
- Submitted application materials will not be returned.
- Entries will be deemed invalid if they violate these rules or contain false information.Furthermore, if such violations are discovered after an award has been granted, the award will be revoked.
- Please note that your entry may not be selected following the judging process.
- As the work will be displayed in a public space accessible to a wide audience, it must not contain offensive content.
- Entries must not infringe upon the copyrights, portrait rights, or intellectual property rights of third parties.
- Information regarding award-winning artists, such as their profiles, may be featured by the organizer (including organizations comprising the Executive Committee) and on the official website of Minoh City.
- The exhibition period for the completed works has not yet been determined.
During the application period, please complete the application form( 外部サイトへリンク ) with all required information and attach your artwork proposal data.
*Applications submitted via email, phone, or fax will not be accepted.
*There is no entry fee.
[ Artwork Proposal Data Guidelines]
- There are no specific size requirements for the artwork proposal, but please adhere to the “3:5” aspect ratio of the actual wall surface where the artwork will be displayed.
- If your proposal is a hand-drawn sketch, please photograph it from the front or scan it so that the colors and motifs are clearly visible.
- Please submit a single image file in either “jpg,” “png,” or “pdf” format.
- Please name the file “Title_Artist Name.”
- The file size must be 10MB or less.

After the secretariat verifies compliance with the eligibility requirements and submission guidelines, the Selection Committee will evaluate the entries based on the following criteria and select three winning entries.
- The work must align with the theme.
- The work must convey the unique character of Minoh and Minoh Semba.
- The work must demonstrate an understanding of the nature of public spaces and the underground concourse.
- The work must have originality.
- The work must be approachable and memorable.
- Scheduled for early to mid-October 2026
- The secretariat comittee will contact the winners directly.
- The winners and their award-winning entries will be announced on the Minoh City official website, the city’s official social media accounts, and other platforms.

- Ownership of the completed works shall belong to Minoh City.
- Copyright in the submitted proposals and completed works shall be held by the entrants or creators.
- The organizing committee shall have the right to use images and materials of the winning entries and completed works, free of charge and without prior notice, for an indefinite period, to the extent necessary for the evaluation, publicity, documentation, and reporting of this project, as well as for the promotion of the project in the city's official media and in the future.
- The organizer will consult separately with the entrant or creator regarding commercialization, use in other projects, or any use involving modifications that would change the essence of the work.
- Submitted proposals that do not win an award will not be published or used for promotional purposes without the entrant’s consent, except for the purposes of judging and project documentation.
- Personal information collected at the time of application will be used as necessary for accepting applications, screening entries, notifying applicants of results, communicating regarding artwork production, and for business operations and public relations.
- For award winners, their names or stage names, profiles, and other information may be published on the Minoh City official website, the city’s official social media accounts, and in the media.
- Except as required by law, we will not disclose personal information to third parties without the individual’s consent.
