Special Cash Payments

Each person registered in the Basic Resident Register as of 27 April 2020 is able to receive \100,000. It will be paid to the head of household.

Application forms are being sent to applicable houses.

Free Masks for Pregnant Women

As is it difficult to purchase masks right now, the City Office is handing out masks to pregnant women who want them.

Target: Pregnant women who want masks and live in Minoh (includes those who have returned to Minoh in order to give birth)

Amount:
20 disposable masks (available once per person)
2 cloth masks (available once a month per person)
*If you have already received disposable masks, you can still receive cloth masks. Please contact the Healthy Children Division.

Health Checkups for Infants and Young Children (4 months old, 1 and a half years old, 3 and a half years old)

Since April, health checkups for babies and young children were postponed. However, 4 month old, 1 and a half years old, and 3 and a half years old health checkups have all resumed, while keeping in mind prevention of infection. Those who are eligible for checkups will be notified individually about times.

For Those who Cannot Work Due to the Effects of Coronavirus

Injury and Sickness Allowance

For those entered into national health insurance or the late-stage medical care system for the elderly

If you are infected with the coronavirus, or get symptoms such as a fever and suspect that you have been infected, you can receive an allowance for the period that you were unable to work due to recovery (you must meet certain conditions.)

For Those Who Are Having Trouble Paying Bills Due to Decrease in Income, Being Unable to Work, or Losing Their Job

(Payment) Payment to secure housing

Those who have lost their housing, or have a high chance of losing their housing, are eligible for a payment equivalent to their rent amount (there is an upper limit). The payment is for a set period of time, and will be paid to the owner of the housing. (Payment) Tuition fee reduction/scholarship for university etc.

(Loan) Emergency welfare fund loan system

This is a loan system aimed at those whose income has decreased, who have been unable to conduct business or who have lost their job due to the effects of the coronavirus, and are having trouble maintaining their daily life.

(Payment/subsidy) Subsidy for businesses requested to close (municipal and prefectural subsidy)

A subsidy is available for small and medium scale businesses and self-employed individuals who are especially suffering from effects due to being requested to close by Osaka Prefecture. The subsidy is to help pay fixed-costs such as rent, and to help support the continuation of the business into the future.

Subsidy Amount

Small and medium scale businesses: \1,000,000 (Half paid by the Prefecture and half by the City.)

Self-employed individuals: \500,000 (Half paid by the Prefecture and half by the City.)

Requirements

Must be a small or medium scaled business or self-employed individual, and meet all 3 requirements as below.

1. The main place of business is within Osaka Prefecture.

2. The business has complete compliance with the requests from Osaka Prefecture for the duration of the state of emergency (14 April 2020 - 6 May 2020). (However, as there was a 7 day preparation period, businesses closed from 21 April also meet the requirement.)

3. Sales for April 2020 have decreased by at least 50% compared to the same period in the previous year.

A subsidy is available to business owners who are especially suffering due to effects from the coronavirus, in order to support the continuation of the business, the restart of the business, and for all aspects of the business.

Applications for this subsidy are generally made online, so in order to help those who may have trouble applying "Application Support Centers" have been set up around the country.

Employers who have had no choice but to downsize their business due to economic reasons may be able to receive this subsidy in order to help maintain their employees. It helps to pay an allowance for employees who are put on leave. Businesses may be able to receive this subsidy to help pay employees (regardless of whether they are in regular or non-regular employment) who are on paid leave in order to take care of children that are unable to go to certain types of school (such as elementary school) because of school closures. (Other) Issuing of certification of emergency funding in response to the coronavirus
