The City Office has one main office and two branch offices. Neither branch office provides Alien Registration services, but you can pick up a certificate of your Alien Registration, various certificates such as tax and the Mother and Child Health Handbook .

New born baby

Application period

Within 60 days after the date of birth

You also need to make the notice of birth (SHUSSHOU TODOKE) within 14 days at the City Office. It might be convenient to do both Alien Registration (GAIKOKUJIN TOUROKU) and Notification of birth (SHUSSHOU TODOKE) at the same time within 14 days.

Certificate of birth (Mother and Child Health Handbook "BOSHI KENKOU TECHOU" , passport or certificate of SHUSSHOU TODOKE, etc.)

A parent or any family member living together with the baby in the same residence

Change of address

Moving to Minoh City or Moving within the limits of Minoh City

The applicant or any family member living together with the applicant in the same residence as a representative (any family member living together with the applicant in the same residence as a representative if the applicant is under 16 years of age)

Leaving Minoh City 

 There are not any procedures the applicant has to take at Minoh City about Foreign Resident's Registration. The applicant needs to report the change of address to the local government office in the applicant's new residential area within 14 days after moving  with his/her foreign resident's registration card when he/she leaves Minoh City.

Change of the following items:

Permanent residents and special permanent residents don't have to report changes in occupation and location of office

Change or Correction 

Change or correction of name, nationality and date of birth

An application for replacement of a  registration card shall be made in case a change or a correction has occurred in registered information about name, nationality and date of birth.  And when no space is available on the reverse of the present card,  the replacement of the registration card is also to be applied for.

Regular renewal

Application period

Applicant under 16 years of age

Within 30 days after the applicant's 16th birthday

Non-permanent residents  (16 years of age or over)

Within 30 days after the 5th anniversary of the applicant's birthday as commencing from the day of initial registration or previous confirmation

Permanent residents and  special permanent residents (16 years of age or over)

Within 30 days after the 7th anniversary of the applicant's birthday as commencing from the day of previous confirmation

Reissue

An application for reissuing of a new registration card shall be made because of loss, theft, damage, etc.

Within 14 days after the date of incident

Certificate on registered matters

TOUROKUGENPYOU KISAIJIKOU SHOUMEISHO

(登録原票記載事項証明書:とうろくげんぴょうきさいじこうしょうめいしょ)

Foreign residents can apply for a certificate containing the facts registered on the Alien Registration Card of the foreigner concerned.

If the applicant has the prescribed form from his/her school and so on, it is necessary to apply at the office counter.  

Applicant

  • The applicant in person
  • Any family member living together with the applicant in the same residence
  • Legal representative
  • A person possessing the letter of attorney provided by the applicant
    (The proxy needs own ID card.)

Certificates on registered matters (TOUROKUGENPYO KISAIJIKOU SHOUMEISHO) are issued at main City Office, Toyokawa Branch and Todoromi Branch.

The applicant will also be able to get certificates from the automatic machine located in the main City Office and Toyokawa Branch. For using automatic machine, it is necessary to make a card for them. (for making the card, see here,  but this page is Japanese only, sorry)                            

There are 2 types of certificates as follows:

  1. All items (全部登録:ぜんぶとうろく) Sample(ワード:40KB)
  2. Basic items(主要登録:しゅようとうろく)Sample(ワード:35KB)

Previous registration facts, such as previous address, are not contained on basic certificate. If the applicant need these things, it is necessary to apply at the office counter.

Leaving Japan

There are not any procedures the applicant has to take at the Minoh City Office about Alien Registration.

But please ask if the applicant needs to take some procedures about publicly provided services (National Health Insurance, etc.) before you leave.

It is necessary to return the Alien Registration Card to the Immigration Inspector at an airport (port) from which you are departing.

However, if you are leaving Japan with a re-entry permit, you do not have to return your Alien Registration Card upon your departure.

Visas and Re-entry Permits

If you leave Japan temporarily on holiday or business and you intend to return on the same visa, you must obtain a re-entry permit before leaving Japan.

Please inquire at the Osaka Regional Immigration Bureau for information about re-entry permits or visa extensions.
